THAT the minutes of the March 7,2016, Regular Meeting of Council, be adopted as circulated.

THAT the minutes of the lnfrastructure Committee meeting of March 9, 2016, be adopted and the recommendations contained therein be approved and acted upon.

THAT the minutes of the Public Meeting of March 14,2016, be received

THAT the minutes of the Economic Development and Planning Committee meeting of March 14, 2016, be adopted and the recommendations contained therein be approved and acted upon.

THAT the Briefing Note from the Director of Finance dated March 21,2016, regarding the Canada 150 Community Infrastructure Program be received as information; :, .l AND THAT the Council of the Town of Lincoln authorizes the entering into a Contribution Agreement with Her Majesty the Queen in Right of Canada as represented by the Minister responsible for the Federal Economic Development Agency for Southern Ontario with respect to the Canada 150 Community lnfrastructure Program for the following Project: Rehabilitation of Beamsville Scout Hut - $67,500 Approved Funding; AND FURTHER THAT Council directs that a by-law authorizing the execution of the Contribution Agreement be prepared.

THAT Council has considered the requirements of Paragraph 17 of Section 34 of the Planning Act, R.S.O. 1990, and concludes that no further notice of public meeting is required in the matter of the following proposed amendments to Zoning By-law Nb. gg-t+- 21: Regular Council 3 March 21,2016 (a) No. 2016-1 9-2470, To amend Zoning By-law No. 93-14-21 , as amended, of the Town of Lincoln (1419406 Ontario \nc.,1419405 Ontario lnc. & 2252620 Ontario Limited). (b) No. 2016-20-2471, To amend Zoning By-law No. 93-14-21, as amended, of the Town of Lincoln, (Mowat Properties lnc.). (c) No. 2016-21-2472, To amend Zoning By-law No. 93-14-21, as amended, of the Town of Lincoln (2465989 Ontario lnc.).

THAT leave be given to introduce the following by-laws: (a) No. 2016-17, To Authorize the Execution of a Water Supply and Monitoring Agreement with the Owners of the Vineland West Private Water System. (b) No. 2016-18, To Authorize the Execution of a Contribution Agreement Under the Canada 150 Community lnfrastructure Program. (c) No.2016-19-2470, ToAmend Zoning By-law No.93-14-Z1,as amended, of the Town of Lincoln (1419406 Ontario lnc, 1419405 Ontario lnc. & 2252620 Ontario Limíted). (d) No. 2016-20-2471, To Amend Zoning By-law No. 93-14-21, as amended, of the Town of Lincoin (Mowat Properties lnc.). (e) No.2016-21-2472, ToAmend Zoning By-law No.93-14-Z1,as amended, of the Town of Lincoln (2465989 Ontario lnc.).

THAT By-law Nos. 20 1 6- 17, 201 6-1 8, 201 6-1 9-247 0, 201 6-20-Z47 1 and 201 6-21 - 2472 read a first time, be now read a second and third time and finally passed, and that the Mayor and Clerk sign and seal the said by-law.

THAT Council adjourn to closed session in order to address a proposed or pending acquisition or disposition of land by the municipality or local board (a matter pertaining to a stormwater management facility).

THAT Council resume in open session
