THAT the minutes of the June '1 ,2015, Special Meeting of Council, including the confidential addendum thereto, be adopted as circulated.

THAT the presentation of the Town of Lincoln Municipal Heritage Committee Work Plan 201 4-2018 be received as information; AND THAT the Work Plan be

THAT the minutes of the Community Services Committee meeting of June 3,2015, be adopted and the recommendations contained therein be approved and acted upon.

THAT the minutes of the Economic Development and Planning Committee meeting of June 8,2015, be adopted as amended, and the recommendations contained therein be approved and acted upon.

THAT the minutes of the lnfrastructure Committee meeting of June 10, 2015, be adopted and the recommendations contained therein be approved and acted upon.

THAT the Briefing Note from the Director of Finance dated June 1 5,2015, regarding a Council motion to request the issue of debentures by the Region of Niagara be'received, AND WHEREAS it is deemed desirable to issue debentures in the amount of $8'13,000 in accordance with the terms of the various authorizing by-laws applicable to such expenditures. NOW THEREFORE, be it resolved by the Council of the Town of Lincoln, as follows: THAT the Town Clerk be and is hereby directed to request the Council of the Regional Municipality of Niagara to issue debentures, on behalf of the Town of Lincoln in the amount of $813,000; AND THAT the Town Clerk and the Treasurer be and they are hereby directed to make available to the Regional Municipality of Niagara certified copies of all By-laws applicable and all other information required in this connection, to ensure the issue of the said debentures in the amount of $813,000 for the following capital projects: 1. Fairgrounds Road Reconstruction - $242,000; 2. Gibson Street Reconstruction - $232,000; and 3. Maple & Spruce Streets Reconstruction - $339,000.

THAT Council has considered the requirements of Paragraph 17 of Section 34 of the Planning Act, R.S. 1990, and concludes that no further notice of public meetings is required in the matter of the following proposed amendments to Zoning By-law No. 93-14-21 : (a) No. 2O'1 5-46-2463, To extend the temporary use of certain lands for a use prohibited by Zoning By-law No. 93-1 4-21, as amended, of the Town of Lincoln.

THAT leave be given to introduce the following by-laws: (a) No. 201 5-42,To authorize the appointment of an lnterim Chief Administrative Officer for the Town of Lincoln. (b) ¡'.1o.2015-43, To amend By-law No. 89-2000, being a By-law regulating traffic and parking on local municipal roads (one way traffic). (c) No 201 5-44,Io amend By-law No. 89-2000, being a By-law regulating traffic and parking on local municipal roads (speed limits). (d) No.2O15-45, To authorize site plan agreementwith PBI Holdings lnc., and to discharge the terms and conditions of site plan agreement executed under By-law No. 03-56 (Princess Windows Inc.). (e) No. 20'1 5-46-2463, To extend the temporary use of certain lands for a use prohibited by Zoning By-law No. 93-1 4-21 , as amended, of the Town of Lincoln (Kocsis). (f) No. 201 5-47,To exempt certain lands in Registered Plan No, 30M-420 from Part Lot Control Pursuant to Section 50 of the Planning Act, R.S.O. 1990 (Lincoln Square). (g) No. 2015-48, To exempt certain lands in Registered Plan No. 30M-380 from Part Lot Control pursuant to Section 50 of the Planning Act, R.S,O. 1990 (Grandview Heights).

T HAT By-law Nos. 20 1 5-42, 201 5-43, 20 1 5-44, 20 1 5-45, 20 1 5-46-2463, 20 1 5-47 and 2015-48, read a first time, be now read a second and third time and finally passed and that the Mayor and Clerk sign and seal the said by-laws.

THAT leave be given to introduce the following by-law: No. 2015-49, To adopt, confirm and ratify matters dealt with by Council resolution.
