Receive report AD-06-19, Downtown Beamsville Business lmprovement Area (BlA) 2019 Budget and Board of Management for 2019-2022; and Approve the 2019 Operating Budget for the Downtown Beamsville Business lmprovement Area, attached as Appendix "A" to report AD-06-19, in the amount of $120,000; and Authorize the Director of Finance to incorporate the resulting BIA tax rates in the amount of $90,000 into the 2019 Tax Levy By-Law; and General Business & Finance Committee 2 May 6, 2019 Approve draft By-Law 2019-XX, appointing the Downtown Beamsville Business lmprovement Area (BlA) Board of Management for a four-year term (2019-2022), attached as Appendix "C" to report AD-06-19.

Receive and file the Strategic Land Use and next steps for Beamsville District Secondary School (BDSS) Site report AD-07-19; and Direct the CAO to begin preliminary conversations with the District School Board of Niagara (DSBN) regarding the BDSS property site and the timelines, criteria and financials associated with any potential land acquisition and to report back by the end ofQ3 2019.

Receive and file Report PW-14-19, Municipal and Regional Provincial Gas Tax Sharing through Joint Canadian Urban Transit Association (CUTA) Reporting; Agree in Principle that Niagara Region report transit statistics in consolidation with the Town of Lincoln to maximize Provincial Gas Tax (PGT) funding from MTO; and Authorize Staff to develop agreement terms in consultation with the Regional Municipality of Niagara outlining the framework for consolidated reporting and the PGT as well as cost distribution between the Town of Lincoln and Niagara Region.
