THAT Council receive as information the delegation from Steven Soos.

THAT correspondence from the CAO regarding Town of Lincoln COVID-19 Update be received for information.

THAT Council Support correspondence received from the City of St. Catharines re: Proposed changes to Conservation Authorities in Bill 229.

THAT Council support the Niagara Peninsula Conservation Authority correspondence and proposed resolution for municipalities November 16, 2020.

THAT staff be directed to work with local organizations and Regional staff regarding the resolution from the City of Niagara Falls, Ontario Emergency Response Plan and report back with an update.

Under section 239 of the Municipal Act, notice is hereby given, THAT Council adjourn to closed session to address item 14.1 as follows: Pursuant to the Municipal Act, Section 239 (2) (i): a trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality or local board, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization, as it pertains to Peninsula West Power Inc. (PWPI).

THAT Council resume into open session.

As it pertains to item 14.1: THAT Council receive and file the presentation provided in closed session; and THAT the CAO move forward as directed in closed session.

THAT leave be given to approve the following By-Laws: • By-law 2020-2020-66, By-law to authorize the acceptance of a transfer of lands for roads purposes from Mark and Lisa Vegso and to declare certain Special Council 6 December 7 2020 lands as part of the common and public highway system under the jurisdiction of the Town of Lincoln as part of Sandy Cove Drive • 2020-67, By-law to exempt certain lands in registered plan no. 30M-461 from part lot control pursuant to Section 50 of the Planning Act, R.S.O. 1990 (Vista Ridge Phase 2) • 2020-68, By-law to authorize the execution of a site plan agreement between the Corporation of the Town of Lincoln and 2772494 Ontario Inc. together with any and all mortgages that may be on title at the point of registration of the agreement, and to repeal By-law 2019-76 • 2020-69-Z551, By-law to amend zoning By-law No. 93-14-Z1 as amended, of the Town of Lincoln (Vista Ridge Phase 2) • 2020-70, By-law to establish and regulate payment of various fees and charges within the Town of Lincoln • 2020-71, By-law to set rates and charges for the supply of water and rates and charges for wastewater service in the Town of Lincoln

THAT leave be given to introduce By-law Number 2020-72 being a by-law to confirm the proceedings of Special Council at its meeting held Monday, December 7, 2020, being read a first, second and third time. THAT By-law Number 2020-72 be enacted and passed, and that the Mayor and Clerk sign and seal the said by-law.

THAT Special Council on December 7, 2020 be adjourned at 9:30 p.m.
